To be fair, I didn't actually know anything about these glyphs when I stated the above; I just looked at some Simulation Craft stuff.
Upon further investigation, however, GoKS does seem lacking. It's great if the 20% phase of a fight is really long, but honestly with all the executes (drain soul, +% damage, etc.), the 20% phase is usually pretty short. For a fight like Rotface though, I suppose it would be better to burst your DPS towards the end, but those fights aren't terribly common.
That being said, fights with lots of adds do benefit from GoKS. There are several targets that get to under 20% that you can use it on, and a 15 second cooldown may be too long (e.g., on Saurfang, you may be able to use KS twice per round of blood beasts instead of just once).
Overall, for sustained DPS, I'd say Serpent Sting, Steady Shot, and Explosive Shot. Likely, your final DPS number will be higher. But with GoKS, you'll kill adds quicker (sometimes, when it's not a matter of AoE), and bosses with enrages at 20% or so will die quicker during the "hard part". Rotface is a great example where more KS would be beneficial.
So I guess it depends what you want. If you do elect to use GoKS for the reasons above, the question then becomes: Steady Shot or Explosive Shot? Here's a
